各位领导,各位来宾,女士们,先生们:

今天,“桉树在亚洲”国际会议在我市隆重举行。我谨代表湛江市人民政府对会议的召开表示最衷心的祝贺!对出席会议的各位领导,国内外来宾及学者表示最热烈的欢迎!

湛江位于中国大陆最南端的雷州半岛,是我国首批14个沿海开放城市之一,辖两个县四个区和代管三个县级市,国土面积13225平方公里,人口707万。

湛江地处亚热带,光、热、水资源丰富;林地平坦,交通便利,林木栽植历史悠久,有一定群众基础和经验;有国家林业局桉树研究开发中心、雷州林业局、南方国家级林木种苗示范基地、湛江市林业科学研究所等技术力量雄厚的林业科研单位,这些,形成了湛江发展桉树得天独厚的优势。

湛江已成为一个林业大市,1991年被广东省委、省政府授予“绿化达标第一市”的光荣称号。林业用地30万公顷,活立木蓄积量1000.9万平方米,森林覆盖率23.9%。经过10多年的持续经营,湛江已发展桉树17万公顷,成为中国最大的桉树生产基地,被誉为“桉树王国”。

历年来,我市坚持科技兴林,充分发挥科技工作者的作用,用科技发展林业,目前,全市拥有5个桉树组培厂,90多个扦插苗圃,年产无性系苗1亿多株,实现造林不用种子,良种覆盖率达到100%。林分年生长量从原来每公顷5立方米左右提高到现在的22-45立方米,轮伐期从原来的10年一次,缩短到现在的3-5年一次。

我们一直坚持森林可持续经营的理念,合理开发利用桉树资源,将资源优势变成经济优势,培育了一批以桉木为原料的加工企业。目前,全市有木材加工企业800多家,年产值1亿多美元。除模压板、农具等小型木材加工外,有中密度纤维厂3间,年产16万立方米,桉树木片加工厂17间,产品出口日本、韩国、台湾等国家和地区。1987年以来,在湛江口岸出口桉树木片500多万绝干吨。即将建设的以桉木为原料的湛江70万吨木浆厂,使桉树的种植和生产前景非常广阔,桉树产业必将成为湛江新的经济增长点。

我们将按照“生态建设、生态安全、生态文明”的战略思想和“严格保护,积极发展,科学经营,持续利用”的战略方针,坚持走以桉树速生丰产林的大发展带动林业产业的大发展,以林产加工业的大发展带动森林资源培育业的大发展的路子。通过创造良好的投资环境,吸引外商外资到湛江投资造林办企业,我们保证提供最优惠的政策。

感谢澳大利亚国际农业中心、中国林业科学研究院和国家林业局桉树研究开发中心将会议定在湛江召开,这样重要的会议,给湛江提供了一个很好的学习机会。我相信,通过会议和有关活动,广泛交流世界各地桉树科研和生产的最新成果,对进一步推动湛江桉树科研和生产的发展,提高湛江在国际上的知名度,促进湛江社会经济的发展必将产生重大影响。

Ladies and Gentlemen

 

The international conference “Eucalypts in Asia” is opening in our city today. On behalf of Zhanjiang Municipal Government, I would like to welcome to all the officials, guests and scientists from within or outside of China and extend to you all our best wishes for this conference.

 

Zhanjiang, located at southern most end of mainland China, was one of the first group of China’s 14 port cities that were opened to the world. It comprises two counties, four districts and three county-level cities. It has total area of 13,225 square kilometres and a population of 7.07 million.

 

Zhanjiang enjoys a subtropical climate with plenty of light, heat and rainfall. Its forest lands are flat, and the communication infrastructure is well developed. There has been a long history of planting trees, so the public are experienced. Furthermore, we have lots of research organizations in Zhanjiang, such as China Eucalypt Research Centre, Leizhou Forestry Bureau, Southern State Tree Seed and Seedling Demonstration Base and Zhanjiang Forestry Research Institute. Together these provide big advantages for developing eucalypt plantations and associated industries in Zhanjiang.

 

Zhanjiang is already strong in plantation forestry, and was named the “First Greening City” by Guangdong Provincial Government in 1991. Today, Zhanjiang’s forest coverage is 23.9% giving 300,000 ha of forest lands and a standing timber volume of over 10 billion cubic meters. Of this, eucalypt plantations account for 170,000 ha, and hence Zhanjiang now has the largest eucalypt resource of any city in China and some have even called it the “Eucalypt Kingdom” of China.

      

For many years, forest plantation development in Zhanjiang has depended heavily on science and technology, and especially the key scientists and technicians involved in this. Nowadays, there are 5 tissue culture factories and 90 nurseries in Zhanjiang which collectively produce over 100 millions rooted cuttings each year, all of which are of highly improved varieties. The investments in the science and technology of eucalypts have, in the short space of less than 20 years, lifted mean annual increments from around 5 m3/ha/year to 22-45 m3/ha/year and reduced rotation lengths from 10 years to 3-5 years.

 

Sustainable management of Zhanjiang’s eucalypt plantations is an absolute necessity in order to perpetuate the economic advantages provided by the resource and to foster new forestry enterprises. Today, there are over 800 wood processing enterprises in Zhanjiang which have a combined production valued at over 100 millions US$ per year. These enterprises include 3 MDF board mills with a combined production of 160,000 m3/yr; 17 wood chip factories whose products are exported to Japan, South Korea and Taiwan; and numerous small factories for production of little tools and other small items. Since 1987, more than 5 million bone dry tonnes (BDT) of wood chips have been exported through Zhanjiang Harbour. The upcoming establishment of a 700,000 tonne/year pulp mill in Zhanjiang promises to make eucalypt planting even more attractive, and elevate eucalypt industries to new heights in the regional economy. 

 

We must remember that protecting and enhancing the environment along with the sustainable management of our plantations are the first priorities in development and utilization of the eucalypt resource. Facilitating the development of fast-growing eucalypt plantations in Zhanjiang stimulates the development of forestry industries here. We welcome foreign businessmen to invest in Zhanjiang to set up forest enterprises. The city government is working to make the investment environment here more attractive, and we promise to provide favourable policies.

 

I would like to thank Australian Centre for International Agricultural Research, the Chinese Academy of Forestry and the China Eucalypt Research Centre for holding this conference in Zhanjiang. This important conference is a good opportunity for others to learn about Zhanjiang. I believe that through the presentations, relevant activities and personal interactions that the conference will lead to a great and positive improvement in eucalypt research and production. I also believe that the conference will help make Zhanjiang world famous and increase social and economic development in Zhanjiang

 

Finally, I wish all participants that the conference will be highly successful!
